Bottom Line Up Front (BLUF)
A Washington Post report on 10 national security officials advising states, and leaked recordings of former government officials planning to declare the federal government illegitimate, point to a period of instability from now through the November 2028 presidential election. I do not expect a total collapse of the government. I do expect periods when the government cannot act, and riots in some U.S. cities are a real possibility. Start preparing your household now, whether your budget is tight or you have money to put toward it.
What Is Being Reported
On October 20, The Washington Post reported that about 10 current and former U.S. national security officials, most with Defense Department backgrounds, are privately advising governors, election officials and members of Congress in 10 states. They are preparing those officials to resist federal actions around the midterms, including troops or immigration agents at polling places and attempts to overturn results. The Post did not name the officials or the states. The Pentagon, the Federal Bureau of Investigation (FBI) and Immigration and Customs Enforcement (ICE) have each said they have no such plans.
Two days earlier, the researcher who posts on X as DataRepublican, Jennica Pounds, began releasing what she calls the Democracy Files, thousands of transcripts and hundreds of recordings she says came from planning calls. According to the files, about 200 former U.S. Agency for International Development (USAID) officials and allied groups have laid out a sequence: constant clashes with the administration after the midterms, an Insurrection Act invocation probably in 2027, a declaration that the federal government is illegitimate, and a 2028 election fought over changes such as abolishing the Senate. Under the plan, governors only have to refuse to send their state’s troops when asked.
DataRepublican publicly asked the Post whether its 10 officials are the people in her files. The person she named is retired Rear Admiral Michael E. Smith, founder of National Security Leaders for America (NSL4A), a group of about 1,600 former military, intelligence and diplomatic officials. The day before the Post story, NSL4A published a toolkit telling mayors and election officials how to respond if troops deploy during the midterms.
What France Shows
On October 17 and 18, protests over the cost of living turned into riots across France, Italy, Belgium and Portugal. French authorities counted more than 550,000 people in the streets and made about 2,400 arrests in a single weekend. Cars burned across the Paris suburbs, and the 1883 Limoges city hall burned until the roof collapsed. Fox News Digital traced the organizing to 101 groups in 13 countries, including the United States. Information from French law enforcement provided to Christian Warrior Prepper shows that a majority of those arrested were born outside of France.
Several of the American groups promoting the French riots, including CODEPINK, are funded and supported by Neville Roy Singham, an American businessman living in Shanghai. CODEPINK has a mobilization planned in Washington, D.C., for November 10 to 12, one week after the midterms.
What I Expect Between Now and 2028
The scenario I expect is a government that is partly unable to act. The government still exists, but parts of it stop working for days or weeks at a time. That can come from a shutdown, a state refusing a federal order, or a fight over who won a close race. The groups in the Post report and the Democracy Files are already preparing state and local officials to resist federal authority, so a standoff between a governor and Washington is a realistic outcome. When this happens, Social Security, Veterans Affairs (VA) and Supplemental Nutrition Assistance Program (SNAP) payments can be delayed, federal offices close, and disaster response from the Federal Emergency Management Agency (FEMA) slows down. Police and the National Guard can receive conflicting orders from the governor and from Washington. If your income or your medications depend on a federal program or a federal paycheck, this hits your household first.
Riots are a real possibility after the midterms and again around the 2028 election. The networks that organized the French riots have U.S. affiliates and U.S. funding, and they have shown they can put people in the street on short notice. Expect trouble near state capitols, county courthouses, city halls, election offices, federal buildings and ICE facilities. The 2020 riots lasted months in Minneapolis, Portland and Seattle. Stores closed, curfews went into effect, and police response times went up across those cities.
I do not expect a total collapse. A total collapse means no functioning federal government, no reliable power or supply chain, and no law enforcement you can count on for an extended period. We have to be realistic about this. The preparations below are built for the first two scenarios, and they also give you a foundation if things go further than anyone expects.
If Money Is Tight: What to Do Now
Most of what protects a family in these scenarios costs little or nothing.
Food and water. Buy one or two extra items every time you go to the grocery store: rice, dried beans, peanut butter, canned meat, canned vegetables and oatmeal. Over two or three months, that builds a two-week supply without a large purchase. Store water in cleaned two-liter soda bottles, one gallon per person per day, and rotate it every six months.
Medications. Refill prescriptions as early as your insurance allows, and ask your doctor about a 90-day supply. Keep a printed list of every medication and dose for each family member. For emergency medications such as antibiotics, I recommend OZIO Medical. You fill out an online health form, a licensed physician reviews it, and a U.S. pharmacy ships the medications. Their emergency kits include Basic, Advanced, Kids and Diabetes versions. Use code CWP10 for 10 percent off.
Cash and debt. Set aside $10 or $20 a week in small bills at home. Card readers and ATMs stop working when the power or network goes down. Put any extra money you have toward paying down your debt. If payments are delayed or your income stops for a few weeks, you do not want to be carrying credit card balances and loan payments you cannot cover.
Fuel. Keep every vehicle above half a tank from now on. This costs nothing extra and keeps you from sitting in a gas line during a crisis.
Communications and plans. Pick an out-of-area relative everyone calls or texts if local cell service is overloaded, and write the number on a card for each family member. Set a meeting point outside your neighborhood. Buy a battery or hand-crank radio, about $25 to $40.
Neighbors. Exchange phone numbers with the households on either side of you and across the street.
Training. Take a free Stop the Bleed class through a local hospital or fire department.
Information. Follow your local police department, sheriff’s office and county emergency management on social media so you get curfew and road-closure notices. Identify the likely protest sites in your area and plan routes to work, school and church that avoid them.
Stay away from protests. You may be angry about something that is happening, but do not go to a protest or get involved in one. A protest can turn into a riot in minutes, and you can end up hurt or in jail. You cannot help your family if either one happens.
If You Have the Funding: What I Would Do Now
If you have the money, these are the steps I would be taking right now.
Food and water. Build a 90-day food supply for every person in the house, using long-term storage food and canned goods you already eat. Add a gravity water filter that can treat water from any source, and store at least two weeks of water in 55-gallon drums or stackable containers.
Power. Buy a generator or a portable power station with solar panels large enough to run your refrigerator, a few lights and phone charging. Keep fuel for the generator stored safely with stabilizer added, and run the generator once a month.
Money. Build an emergency fund that covers three months of household expenses, and keep part of it as cash at home. If anyone in the house depends on a federal paycheck or benefit, aim for more.
Home security. Install door reinforcement kits on exterior doors, security film on ground-floor windows, and cameras covering every entry point. Keep a fire extinguisher on every floor.
Communications. I recommend the POCLINK Titan. It is a nationwide push-to-talk radio that works on multiple cell carriers, so if one carrier is down, you can still talk over another carrier that is up. Get one for each adult in the house and for any family member who lives in another town. The POCLINK and OZIO Medical links are affiliate links, and Christian Warrior Prepper earns a commission if you buy through them at no extra cost to you.
Medical. Put together a trauma kit with tourniquets, pressure bandages and chest seals, and get the training to use it.
Self-defense. If you own firearms, get professional training and practice regularly. Store them securely.
Relocation. Identify a place you can go if your area becomes unsafe, such as a relative’s home in a smaller town, and keep supplies there if you can. Plan two routes to get there.
What the Bible Says
“My son, fear the LORD and the king, and do not join with those who do otherwise, for disaster will arise suddenly from them, and who knows the ruin that will come from them both?” (Proverbs 24:21-22, ESV)
Solomon warns his son to stay away from people working to overthrow the order God has put in place, and he says the disaster they produce comes suddenly. France saw that in a single weekend. Keep your family out of it and have your preparations done before it starts.
“But seek the welfare of the city where I have sent you into exile, and pray to the LORD on its behalf, for in its welfare you will find your welfare.” (Jeremiah 29:7, ESV)
Jeremiah wrote this to God’s people living under a government they did not choose. Pray for your city and the people running it, and check on the neighbors who will need help if federal payments stop or the stores close.
